Imagine you are doing hardwork in building links and writing quality content but your competitor is trying to beat you through unfair means. Links are build naturally and it takes time to improve ranking and marketability if any one (your competitor) is involved in some kind of paid linking then you must report this to Google.

Google is very strict on paid links and rightly so because it gives an opportunity to spammers to conquer search space quickly.
If you are following all the Google webmaster guide lines but your competitor are not then obviously you can make them pay for their actions.

This world is very competitive and if you don’t track the actions of your competitors then probably you cannot survive. So, you must understand what your competitors are doing, what type of competitive advantage they have, where they are good, where they are not so good and what techniques they use to rank themselves higher in search results.
